If a route inherits a live-directory or current-contact question, freshness must be reopened before the answer is treated as current. Official routes and public-position material remain boundary-only and do not become scientific evidence. When the user requests mainstream comparison/evaluation and gives no scoring instruction, V31 may provide the public default evaluation template.
The public head may speed up entry, but it may not let a live directory, a public route, or a public evaluation template outrun the real authority owner of the answer.
