Section 9.18 is written to close the account, not to celebrate a camp victory. What it has to secure is a final judgment that only becomes legitimate after Volume 8 has audited both sides under one court and after Volume 9 has already worked through the specific cases one by one. The judgment is therefore not that the mainstream was worthless or should be erased. Its true formulas, fits, simulations, engineering interfaces, public grammar, and historical achievements remain. What steps down is the automatic assumption that whichever side already has the most familiar and most powerful public toolkit must also retain the first right to explain what the universe fundamentally is. That is why the section can say something harder and calmer at the same time: the mainstream may keep calculating, but Energy Filament Theory (EFT) now becomes more qualified to carry first explanatory responsibility on more and more central questions.

This final section is therefore non-negotiable. The formulas remain public tools; the ontology moves upstream into mechanism again.

Volume 9 would still risk being read as a purely critical posture if it ended with demotions alone. That is why 9.16 and 9.17 are decisive in the final ledger. Section 9.16 immediately built a layered EFT–mainstream translation map so that inherited high-frequency terms could keep being read, used, and compared without being allowed to smuggle old ontology back in. Section 9.17 then pushed that same map into the engineering layer: if EFT's rewrite of the Base Map is real, then changed explanatory authority must show up as changed variable priorities, changed experimental lines, changed device design, changed boundary use, changed clock calibration, and changed residual watch lists. It takes responsibility for telling the entire chain behind the numbers: what the object is, how variables are rearranged, what boundaries and thresholds do, how readout happens, how the noise floor and leakage matter, and where first cause should be located. That claim is made across redshift, the Dark Pedestal, structure growth, geometric gravity, black-hole appearance, strong-field vacuum, quantum readout, thermostatistics, and engineering foresight. Operationally, the takeover also means beginning to translate the old parameter buckets back into EFT variable tables. From this point on, terms such as H0, Ωm, ΩΛ, dark-halo parameters, temperature and entropy measures, horizon language, and state-space weights are no longer treated as self-grounding ontology. They are to be asked what Sea State variables, structural ratios, threshold tables, boundary conditions, and calibration chains they actually compress.

Written lightly, the sentence 'the mainstream may keep calculating, but EFT takes over explanatory authority' could sound like a camp declaration. Section 9.18 explicitly blocks that reading. The closure is a rearrangement of the books, not a cheer. It does not allow the mainstream to continue monopolizing first speaking rights simply because its words are familiar and its public tools are mature. But it also does not allow EFT to seize every interface and every working language simply because it claims a deeper Base Map. That double restraint is what keeps the final verdict serious. And it is precisely why Volume 8 remains active at the end: without the support lines, upper-bound lines, serious-damage lines, and not-yet-judged lines across 8.1-8.14, the hard tone of 9.18 would not be stable.
